About the role

To fulfill its Corporate Social Responsibility initiative, Taroko is supporting the recruitment of a Project Manager on behalf of ASSOCIATION POUR UNE ÉDUCATION FRANÇAISE ET UNE CULTURE EUROPÉENNE À TAIWAN (AEFECET)


ASSOCIATION POUR UNE ÉDUCATION FRANÇAISE ET UNE CULTURE EUROPÉENNE À TAIWAN (AEFECET) is a parents-driven initiative which aims to provide quality and affordable international education to international and Taiwanese students.


This position of Project Manager is crucial to the success of the association’s project to create a new International school in Taipei. The goal is for the school to be registered by Q3 2020 and the position transferred under the new school. At which time the new school’s director will be recruited, and the remaining school staff recruited within one year’s time. The position of project manager will have the opportunity to be on the forefront of every opportunity of evolution within the newly created school.


The project aims to create social impact by improving access to international education in the Taiwanese community. This is also an opportunity to further develop a broad set of skills: project planning, communication, marketing, event organization, legal knowledge, and the English language (and French!).

Role Summary


  • The ultimate purpose of d the position is the setting up of a new international French school in Taipei
  • Overall responsibilities include managing stakeholder expectations, coordinating with multiple working groups internally and externally, with a focus on negotiations while exercising a high level of autonomy.
  • The candidate will represent the Association (AEFECET, at the initiative of the project) and work closely with multiple partners and stakeholders of the project - Board, Advisors, French Office, Taipei Government, local entities, partners, contractors - and interact with high-ranking officials from France and Taiwan.
  • The candidate will support each of the working groups within the Association and coordinate with the Association’s members to make sure all actions are implemented, and targets met.


Duties and Responsibilities


  • Define scopes, and initiate and manage milestones related to this project
  • Create and execute project work plans and revise as appropriate to meet changing needs and requirements
  • Plan, direct, and implement projects on time, within budget, and with desired functionality
  • Manage stakeholders relationship and stakeholder expectations
  • Prepare and give presentations to various stakeholders (internal & external) and keep records of meeting minutes
  • Organize and participate in project-related events
  • Manage and maintain contact information of all partners, contractors, and stakeholders
  • Participate in recruitment activities
  • Effectively manage vendor relationships in accordance with organization strategies and directives
  • Collaborate with French Office staff to prepare the different steps toward the school’s accreditation
  • Protect the association's interests while maintaining a high level of confidentiality
  • Any other ad hoc activities (as required)




Education: Bachelor’s Degree or higher



  • Minimum of 5 years of relevant work experience
  • Minimum of 3 years of professional experience in project management
  • Experience in leading complex projects requiring significant cross-functional collaboration required


Technical Skills:

  • Exceptional project management and time management capabilities
  • Ability to establish milestones and short-term and long-term goals
  • Experience aligning and managing activities to drive cross-functional success on-time and to desired outcomes
  • Self-starter with ability to coordinate with multiple working groups and manage multiple stakeholders, both independently and as a member of a collaborative team
  • Excellent analytical and critical thinking skills and strong ability to analyze data, define problems, and outline valid conclusions and action steps preferred
  • General comprehension of legal documents preferred
  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification preferred
  • Language: English and Mandarin Chinese required, French preferred

  • Ability to build rapport and trusting relationships with partners
  • Attention to detail with proven ability to meet and exceed expectations
  • Strong facilitation and communication skills, in writing and verbally; able to present information to audiences at all levels of organizations (internally and externally)
  • Ability and willingness to learn and adapt quickly amidst new and shifting priorities
  • Excellent networking and persuasive skills
