[Job Description]

Vpon Big Data Group is seeking candidates for an HR Director. The director will lead and implement Vpon’s strategy to recruit, retain and develop talent and seek to develop an employee-oriented, high-performance culture that emphasizes excellence and collaboration. He/She is responsible for leading and managing the entire employee life cycle, developing new people-related systems, processes, and metrics that support the achievement of the organization’s business goals and strategic objectives and align with the new management philosophy.


[The Role]

The successful candidate will be responsible for establishing policies and best practices for the organization, administering benefits, and supervising the HR and Recruitment team. The HR Director will also be responsible for performance management and personnel compliance with full-time headquarters staff and overseas employees and advising country offices around the world.



1. The HR Director coordinates the implementation of people-related services, policies, and programs; manages the HR and Recruitment team; reports to the Chief Data Officer. He/She will also:

2. Work collaboratively with executive management, line managers, the HR team, and other stakeholders to build a culture of excellence and innovation. In collaboration with leadership, facilitate organizational structure/ design discussions and lead the rollout of new management philosophy.

3. Manage employee relations issues for headquarters and international staff, including coordinating and engaging with field office-based HR staff. In conjunction with the legal department and local counsel, ensure compliance with international labor laws, supporting audits as necessary.

4. Provide tools and guidelines to support and implement policies and procedures, domestic and international employment agreements, development of HRIS, field office employee manuals, benefit summaries, and compensation guidelines; Maintain a high-quality central HR function, including appropriate technology, systems, and tools, including the use of metrics and people data to inform key decisions.

5. Manage the recruiting, selection process, and onboarding processes. Work with management to ensure the selection of suitable candidates for all positions.

6. Lead development and execution of employee engagement and retention strategies, plans, and initiatives, including the design and implementation of training, mentoring, and professional development and succession plans.

7. Manage the performance management process and facilitate the improvement of performance management systems.

8. Manage compensation and benefits administration.

9. Manage employee welfare, wellness, and health programs for domestic and expatriate staff, and domestic employee safety and provide guidance and support to the country offices’ welfare, wellness, and health programs.

10. Manage the HR team and provide functional leadership to international staff with HR responsibilities.

11. Other HR-related tasks and initiatives may be assigned from time to time.



1. Human Resources professional with 10-15 years of progressive human resources/organization development experience.

2. Experience in domestic and international recruiting and HR operations. At least 5 years of human resources and/or recruiting experience in the international development industry in developing countries is preferred.

3. Deep and broad understanding of employment law, recruitment and selection, employee relations, compensation, and benefits.

4. Demonstrated ability to think creatively and collaboratively about staff development and training.

5. Experience selecting, implementing, and institutionalizing HR IT systems.

6. Previous management experience is required; At least 5 years is preferred.

7. Ability to influence and build credibility at all levels and establish collaborative working relationships.

8. Proven ability to operate in a fast-paced, complex, decentralized, and geographically diverse organizational structure.

9. Ability to determine and ensure compliance with all region’s local laws and regulations.

10. Superior communication skills, oral and written.

11. Strong strategic and problem-solving skills.

12. Excellent networking and interpersonal skills, as well as strong organizational skills and initiative.

13. Exposure to interviewing techniques, knowledge of personnel policy and procedure, and federal and state laws regarding employment.

14. Fluency in English is required. (Japanese is a plus)
